Well this is interesting.  It seems that the folder in question was (over
11 years ago!) intended to replace the "access" module and folder, but was
not really touched except for routine cleanup in over 9 years:

Somewhat interesting that various developers (including myself) dutifully
cleaned it up without noticing that it a.) doesn't compile and b.) hasn't
been actively developed for so long.

Delete it.
