It seems that the folder in question was (over 11 years ago!) intended to replace the "access" module and folder, but was not really touched except for routine cleanup in over 9 years: http://websvn.kde.org/branches/trinity/3.5.13_frozen/kdebase/kcontrol/accessibility/accessibility.cpp?view=log Somewhat interesting that various developers (including myself) dutifully cleaned it up without noticing that it a.) doesn't compile and b.) hasn't been actively developed for so long.
