I was able to build 3.5.13 -libs and -base packages without arts, so it does
work.  The problem is with the autotools packages, which 1. look for arts
even when they don't need it and 2. are not respecting --without-arts when
I try to pass it.  I didn't bother filing a bug because it's autotools-related and
there's an easy workaround (compile with arts present, then kick it back off).
