Darrell,

  I check the suse kde 3.5.10 gwenview and their is nothing in the 'Effects'
menu either. I think those are 3rd party addons, but that is just a guess based
on looking at the 3.5.10 -> 3.5.14-dev gwenviews. I don't recall anything being
there before, but I'm not a graphics junkie either...
