Confirmed.

  Shift-F1 works, right-click does not. I also thought the tooltip help would
appear on hover? I recall seeing these tips in the past and I know for certain
that I neither rt-clicked or used shift-F1. Maybe my imagination, but I thought
it was something like the following logic (example made up):

else if (hover_time > 500)
  show_tips();
