No. kcontrol is also available though (although not through the menu).

In Kubuntu (and also now with Trinity) it appears in the menu like you
see here:

KDE3 on Ubuntu always had a few specific differences from vanilla KDE3
for Kubuntu. It seems Tim kept this separation for Trinity.
