Of course, can be activated on compile time or in runtime. There is the 
initial commit:

Anyway, it still need some improvements (i.e. better integration with polkit, 
support for cameras, etc). My polkit agent is almost ready, but it will need 
Qt3 patched to support glib mainloop (which was developed few years ago by 
Norbert Frese).

At this moment I run my KDE3 on top of patched Qt, without any problem.
