I am quite a new entry in the development team, but IMO we should aim to get R14 released as soon as we consider it ready to be released (i.e. as soon as we can fix the few remaining bugs listed in the Etherpad).
If we try to fix every problem every time it comes up, we will never get R14 out of the door. So I think we should consider to:
1) get R14 out 
2) this problem and any other problem that requires some time to fix or to test should be addressed in R14.1
