Darrell,

  I don't know how you would do it via Makefile, that is usually a decision the
packager has to make immediately before compressing the final package.

  Is this a problem you are describing caused by the Makefile logic manipulating
these pages in some way that results in a messed up table of contents? The only
thing I can think of, not having looked at the kdiff3 Makefile, would be to
either sed -i or patch the Makefile to drop inclusion of the problematic help
files before make is called.
