There's a Windows version of KMail--I don't know if it dates all the way back
to KDE3, but it might have been in the planning stages even if it wasn't usable.
Unless it bundled all of kdelibs (and I can't see why it would), it might have needed
an independent set of graphics.  If that's the reason for the duplication, we should 
just drop the set in tdepim, since we don't have to support that use case.
