Is not. Just set PKG_CONFIG_PATH to path where arts.pc was installed (by 
default to ${LIB_INSTALL_DIR}/pkgconfig).

Or install arts.pc in /usr/lib{64}/pkgconfig (using PKGCONFIG_INSTALL_DIR).
