Usually, and should be, but not always. It's also possible to not have
the name related to the patch. For example, "kde3-yeargh.patch" might
just be named in frustration, but not to what it's fixing (unless it's
adding pirate translations to kde, in which case a better name would
be "kde3-pirate-translations", but that'd be a useless patch anyway
;-) ).
