OK, I believe this issue is fixed in SVN (still doing a compile to ensure
that this is truly the case).  If the directory does not exist, then when
the My Documents icon is activated it will prompt for the path to the
documents folder (prefilled with the suggested XDG default), and create
the folder/set the XDG path/launch Konqueror if OK is clicked.  If Cancel
is clicked, no folder is created and Konqueror is not launched.

Believe it or not this "simple" feature required a new program to be added
to kdeskto, as the requested functionality did not exist anywhere in KDE
before.
