Poppler should not need to be rebuilt--see this code in the GIT tree:
http://git.trinitydesktop.org/cgit/tdegraphics/tree/kfile-plugins/dependencies/poppler-tqt

If something else depends on Poppler being rebuilt then there is a problem
that needs to be fixed.  Upstream will not support Qt3 and we cannot ask
users to install modified versions of base system packages.
