Got it!

  ## fix CMakeLists.txt
  msg "Patching src/CMakeLists.txt to fix apr include path"

  cd ${srcdir}/${pkgname#*-}
  sed -i 's|/usr/include/apr-1.0|/usr/include/apr-1|' src/CMakeLists.txt

The build should still respect the export CMAKE_INCLUDE_PATH variable...
