When you rebuild tdelibs I suggest you rebuild all subsequent packages, unless you are sure there are no changes in API/ABI.
If unsure, rebuild all from scratch ;-)
Usually I do a full rebuild from time to time (once a month or so, when I have time to work on TDE), then just do local
builds for single packages while working on bug fixing.
When I see too many new commits or something that may potentially require a rebuild, I do that. Doesn't take much and
help keeping the system stable.
